EPA requirements for U.S. flagged vessels

Vessels operating within the North American Emission Control Area (ECA) are subject to U.S. enforcement of MARPOL Annex VI requirements and applicable U.S. EPA regulations.

The challenge for shipowners is to continuously demonstrate compliance with NOx emission requirements throughout vessel operations. This requires reliable and traceable records that document emissions performance over time and provide evidence of compliance.

Danfoss IXA’s MARPOL-approved CEMS solution helps shipowners establish compliance evidence through accurate, continuous and traceable NOx measurements and automated recordkeeping. The result is reliable documentation that supports emissions verification under regulatory reviews.

EPA requirements for U.S. flagged vessels

The challenge of reflagging a
vessel to the U.S.

Reflagging a vessel to the United States can create complex engine certification challenges, when original emissions certification records are insufficient.

For U.S.-flagged vessels, marine engines are subject to requirements under:

  • MARPOL Annex VI NOx regulations
  • NOx monitoring requirements under 40 CFR §1042.110(d)
  • U.S. EPA implementation requirements under 40 CFR Part 1043

Compliance is demonstrated through an Engine International Air Pollution Prevention (EIAPP) Certificate based on the engine’s original certification testing.

However, when a vessel is reflagged to the United States, shipowners may encounter situations where:

  • Original NOx certification records are insufficient
  • Existing documentation does not satisfy EPA requirements
  • Additional evidence of operational engine emissions performance is needed

The key challenge is demonstrating compliance through sufficient technical documentation and continuous emission monitoring as evidence of emissions.

Continuous NOx verification with MARPOL-approved CEMS

Danfoss IXA’s MARPOL-approved CEMS technology helps shipowners establish traceable emissions records through accurate, reliable and continuous NOx measurements, providing compliance documentation for regulatory reviews.

Reliable NOx data, automated recordkeeping, and continuous visibility into emissions performance help reduce uncertainty during reflagging projects and compliance assessments.

Benefits include:

  • Continuous NOₓ monitoring
  • Real-time emissions visibility
  • Automated data logging in non-volatile, read only memory
  • Simple alarm and control system integration
  • Support for emissions verification and documentation
  • Proven performance in marine applications
  • Drift-free and non-sensitive to NH3
